THE TOWN OF GUTTENBERG (“TOWN”) REQUESTS PROPOSALS FROM
BUSINESSES/INDIVIDUALS INTERESTED IN PROVIDING
“CLEANING SERVICES”
FOR THE PERIOD JANUARY 1, 2019 THROUGH DECEMBER 31, 2019


Introduction

Pursuant to the Fair and Open Process described under N.J.S.A. 19:44A-1, et seq., the Town seeks Request for Proposals (“RFP”) from businesses/individuals to provide cleaning services in all areas of the Municipal Building, including the Police Department, located at 6808 Park Avenue, Guttenberg, New Jersey, for a contract period beginning on January 1, 2019 and ending December 31, 2019.  

All necessary documents can be downloaded from the official Guttenberg website, www.guttenbergnj.org.  Copies of this standardized submission requirements and selection criteria are also on file and available from the Office of the Town Clerk.  

All candidates are required to comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. as amended.  (Affirmative Action) and shall submit proof of business registration with the New Jersey Division of Taxation (P.L. 2004, C.57).

Scope of Work

1.    The work to be performed under this Contract shall include the cleaning of all areas of the Municipal Building, including the Police Department, located at 6808 Park Avenue, Guttenberg, New Jersey.

2.    The Contractor shall furnish all materials, equipment, transportation and labor necessary therefore and incidental thereto to complete the work.  

3.    The cleaning of the Municipal Building shall include but not be limited to the following, to be performed five times per week, Monday through Friday, with all work to begin at 3 PM.

Offices

1.    Empty all waste baskets and remove to a designated area.

2.    General dusting: this includes all office furniture, legs and cross braces, picture frames, file cabinets, desks, ledges, floor, moldings, telephones, wall clocks, baseboards, radiators, etc.

3.    Thoroughly clean and disinfect all drinking fountains (water coolers) and metal trim.

4.    Wash all surface tops of desks and furniture (if clean of papers).

5.    Clean all mats and runners at entrances.

6.    Sweep and dust mop all hard surface floors, using a dust control treated mop.

7.    Vacuum all carpeted areas.

8.    Clean the conference room, including conference table and desks.

9.    Clean the elevator cab.

Lavatories

1.    Thoroughly wash and disinfect all basin, urinals and bowls.

2.    Wash and disinfect all toilet seats (both sides).

3.    Clean and disinfect all lavatory fixtures.

4.    Clean lavatory mirrors and bright work on sinks.

5.    Empty all waste baskets.

6.    Sweep and mop all lavatory floors, using a phenol disinfectant to insure a germ free area.

Floor Maintenance Service

1.    Sweep and mop entire floor area on 1st and 2nd floors.

2.    Remove all gums, tapes or any other foreign material from sight.

3.    Once a month all floors will be buffed using a high speed machine to a high shine.

Insurance

Contractor shall provide insurance as follows:

A.    The Contractor shall not commence work under the Contract or under any special conditions until he has provided verification that he has obtained all insurance as required under the following sub-paragraphs and until such insurance has been approved by the Town. The Contractor shall not allow any subcontractor to commence work until all similar insurance has been obtained by the subcontractor and approved by the Town.

B.    The Contractor shall take out an maintain during the life of the Contract Workmen’s Compensation Insurance for all his employees working in the Town and in case any work is sublet, the Contractor shall require the subcontractor similarly to provide Workmen’s Compensation Insurance for all the latter’s employees, unless such employees are covered by the protection afforded by the Contractor. If a subcontractor is not protected under the Workmen’s Compensation Statutes, the Contractor shall provide and shall cause each subcontractor to provide compensation insurance with a private company in an amount equivalent to that required by the Workmen’s Compensation Statute for the protection of employees not otherwise protected.

C.    The Contractor shall obtain and keep in force during the term of the Contract, public liability and property damage insurance from insurance companies and in a form approved by the Town. Said Insurance shall provide coverage to the Contractor, subcontractors performing work provided by this Contractor, and the Town. The Town of Guttenberg, its officers, and agents shall be named as additional insured on said policy, insofar as the work and obligations performed under the Contract are concerned. The coverage, so provided, shall protect against claims for personal injuries, including accidental death, as well as claims for property damages which may arise from any act or omission of the Town, the Contractor, and any subcontractor or by anyone directly employed by either of them.

The minimum policy limits of such insurance shall be as follows:

A.    Bodily injury liability coverage with limits of not less than $500,000 for bodily injury, including accidental death, to any one person, and subject to that limit for each person, in an amount not less than $1,000,000 for each accident; and property damage coverage in an amount of not less than $500,000 for each accident.

B.     A copy of the insurance policy, together with a copy of the endorsement naming the Town of Guttenberg, its officers, agents, servants and employees as their interest may appear as an additional insured, shall be provided by the Town within a reasonable time after receiving notice of award of Contract and before commencing any work.

C.    The Contractor agrees to save the Town of Guttenberg, it officers, agents, servants, and employees, as their interest may appear, harmless from any and all loss or damage occasioned to it or to any third person or property by reason of any carelessness or negligence on the part of the Town, the Contractor, subcontractor, agents and employees in the performance of the Contract and will, after reasonable notice thereof, defend and pay the expense of defending any suit which may be commenced against the Town of Guttenberg, its officers, agents, servants and employees, as their interest may appear, by the third person alleging injury by reasons of such carelessness or negligence and will pay any judgment which may be obtained against the Town of Guttenberg,  its officers, agents, servants, and employees as their interest may appear in such suit. The Contractor shall furnish the insurance required.

Professional Information and Qualifications
    Each interested business shall submit the following information:

1.    Name of Business;
2.    Address of principal place of business, offices and corresponding telephone and fax numbers.
 
3.    At least four (4) references, three (3) of which must have knowledge of your work in providing cleaning services;

4.    Ability to provide the services in a timely fashion (including staffing, familiarity and location of key staff);

5.    Cost details, including the hourly rates of each of the individuals who will perform the services and the time estimates for each individual, all expenses, and where appropriate, total cost of “not to exceed” amount;

6.      Statement of corporate ownership (c.52:25-24.2); and

7.     State whether your company is presently involved in a lawsuit and whether it has been sued in the last five (5) years.  If so, provide a description of each matter.

Selection Criteria

    The selection criteria used in awarding a contract or agreement for professional services as described herein shall include:

1.    Experience;

2.    Ability to perform the services/task in a timely fashion, including staffing and familiarity with services;

3.    Ability to be available with the appropriate personnel at all times necessary to accomplish the representation;  

4.   Cost competitiveness in light of all of the above factors; and

5.    The Town of Guttenberg retains the right to reject any and all proposals or to award a Contract to the respondent whose proposal is deemed to be most advantageous to the Town, taking into consideration the factors cited above.

RFPs must be delivered no later than Wednesday, November 14, 2018 at 11:00 a.m. to:
