Guttenberg Has a New Humane Law Enforcement Officer: Police Officer Karleigh Noll

Police Chief Frank Pelaez and the Guttenberg Police Department have named Police Officer Karleigh Noll as the town’s new Humane Law Enforcement Officer (HLEO). Officer Noll joined the Guttenberg Police Department in September 2021 as a Special Law Enforcement Officer I and transitioned to a full-time police officer in September 2023.
 
Municipal Humane Law Enforcement Officers are designated in each municipality to enforce animal welfare and cruelty laws. These officers have the authority to investigate and arrest violators, as well as take measures to deter and apprehend offenders. HLEOs work closely with the Hudson County Prosecutor’s Office and are supervised by the chief of police.
 
HLEOs are required to maintain the necessary training and certifications mandated by the New Jersey Police Training Commission.
