RFQ: SPECIAL PROJECT FOR THE DESIGN, RENOVATION AND EXPANSION OF THE GUTTENBERG POLICE DESK AREA

THE TOWN OF GUTTENBERG REQUEST FOR QUALIFICATIONS
FROM LICENCED ARCHITECTURAL FIRMS INTERESTED IN
SERVING AS THE  ARCHITECT TO THE TOWN OF GUTTENBERG
 FOR A SPECIAL PROJECT FOR THE DESIGN, RENOVATION
AND EXPANSION OF THE GUTTENBERG POLICE DESK AREA

Introduction

The Town of Guttenberg (“Town”) is a municipality of Hudson County, New Jersey. Pursuant to N.J.S.A. 19:44A-20.5 et seq, the Town seeks Requests for Qualifications (“RFQ”) from licenced architectural  firms that wish to provide architectural services to the Town for a project for the Guttenberg Police Desk Area as directed by the Town Administrator or other appropriate officials within the Town.

The Project

The proposed project to consist of the design and preparation of bid documents for the demolition of the existing Police Desk and construction of an expanded Police Desk. The  area within which the work is to be performed is depicted in Exhibit A 1 and 2 annexed hereto.

The design for the renovation and expansion of the Police Desk shall take into account the following:

1.    Retain use of the existing public entrance to the Town Hall and access to the Police Desk area by the public.

2.    Provide for a minimum of three (3) work stations at the Police Desk (Dispatcher, Police Officer, Shift Supervisor)

3.    Maximize access to and efficient utilization of the following equipment that is currently in use:
•    Radio communication to Patrol Force
•    Telephone communication to and from the public, including 911 lines
•    Telephone communications to and from other law enforcement and other emergency service agencies
•    Radio communications with other law enforcement and emergency services such as Fire, EMS, OEM, DPW, Sheriff, adjacent communities
•    Monitoring of closed circuit cameras placed throughout public areas of Town
•    Monitoring of closed circuit cameras within Town Hall
•    Recording of radio and phone communications to and from Police Desk
•    CAD console
•    NCIC communications and printer
•    Storage of Special Weapons
•    Video recording of Police Desk activity
•    GPS monitoring of police vehicles
•    One Trak Computer System
•    Charges from portable radios
•    Learn radio transmitter system
•    Existing robo call system used to alert residents in emergencies and for special events.

4.    The necessity to maintain 24/7 operation of the Police Desk during renovation.
5.     The final design should provide for adaptation to accommodate anticipated advances in technology.

Professional Information and Qualifications

Firms submitting a response to the RFQ should include the following:

1.     Conceptual drawing of proposed layout of expanded Police Desk.
2.    Estimated cost to complete the design and preparation of contract drawing for the proposed project.
3.    Hourly rate for various professional services to be provided in the design and preparation of contract drawings.                                                  
4.    References for projects of a similar nature that have been completed by the firm.
5.      Preliminary estimate of the cost of demolition and construction based on the conceptual plan.
6.    Any other information which the interested firm deems relevant.
7.    New Jersey Business Registration Certificate.
8.    Fully executed Non-Collusion Affidavit which is attached.
9.    Fully executed Disclosure of Ownership form which is attached.
10.    Mandatory Equal Employment Opportunity Language.
11.    Employee Information Report.

Section Criteria

The review process may include the responding firms to meet with the representatives of the Town at which time, the representative of the firm maybe requested to make a presentation in detail concerning the firms qualifications, conceptual plans for addressing the needs set forth in the Request for Qualifications and preliminary cost estimates for the contemplated project.

The selection criteria used in awarding a contract or agreement for professional services as described herein shall include:

1.    Estimated cost of design and contract preparation.      
2.    Experience of firm with similar projects.
3.    References.   
4.    Estimated cost of construction based on conceptual plan.
5.    Interview.

A visit to the proposed work site is encouraged and can be arranged through the Town Administrator, Michael Caliguiro. Mr. Caliguiro can be reached at (201) 868-2315 Ext. 101.  

Submission Requirements

RFQ must be postmarked or hand-delivered no later than December 18, 2012 to:

Please submit one original and six (6) copies to the RFQ. Use white 8 ½ x 11 paper.
