ARCHITECT FOR A SPECIAL PROJECT FOR THE DESIGN AND CONSTRUCTION OF THE GUTTENBERG RECREATION, CULTURAL, COMMUNITY CENTER

THE TOWN OF GUTTENBERG REQUEST FOR QUALIFICATIONS
FROM LICENCED ARCHITECTURAL FIRMS INTERESTED IN
SERVING AS THE  ARCHITECT TO THE TOWN OF GUTTENBERG
 FOR A SPECIAL PROJECT FOR THE DESIGN AND CONSTRUCTION
OF THE GUTTENBERG RECREATION, CULTURAL, COMMUNITY CENTER

Introduction

The Town of Guttenberg (“Town”) is a municipality of Hudson County, New Jersey. Pursuant to N.J.S.A. 19:44A-20.5 et seq, the Town seeks Requests for Qualifications (“RFQ”) from licenced architectural  firms that wish to provide architectural services to the Town for a project for the design and construction of the Guttenberg Recreation, Cultural, Community Center as directed by the Town Administrator or other appropriate officials within the Town.

The Project

The proposed project to consist of the design and preparation of bid documents for the construction of such a facility. The Town is currently considering five possible locations of for the construction of this facility, see attached Exhibits A to E. As part of any response to this RFQ the Town is seeking recommendation s with respect to which of the proposed sites is best suited for this proposed project. 

The design for the Center shall take into account the need to address the following needs of the Town:

1. A gymnasium of sufficient size to accommodate a regulation high school basketball court.                         

2. A raised stage to be incorporated into the gymnasium to permit use of the gymnasium area for public ceremonies, concerts, lectures, theatrical performances, etc.

3. A kitchen area of sufficient size and capacity to provide food service needs for events held in the gymnasium area.

4. Public meeting room with limited kitchen area to be available for use by Town residents, particularly senior citizens, for small social gatherings during the day and evening hours.

5. Approximately 4,000 to 5,000 square feet of Community Rooms suitable for use from a variety of activities, including but not limited to Bingo, children’s summer and winter recreation activities, adult classes, etc. These rooms should be capable of reconfiguration to accommodate groups ranging in size from 10 to 100 individuals.

6. Consideration should be given to providing a parking area on the street level below the first floor of the proposed structure.

 

7. Provide for a roof top park/outdoor recreation area on the roof of the proposed building.
 
8. Proposals for the use of the site depicted in Exhibit D should take into account the intent to provide for future expansion by use of the air rights over the proposed building for the addition of a 3rd and 4th floor at some time in the future.

Professional Information and Qualifications

Firms submitting a response to the RFQ should include the following:

1.  Conceptual drawing of proposed layouts for the proposed sites.           

2. Estimated cost to complete the design and preparation of contract drawing for the projects proposed for each of the five sites.

3. Hourly rate for various professional services to be provided in the design and preparation of contract drawings.                                                  

4. References for projects of a similar nature that have been completed by the firm.

 5.   Preliminary estimate of the cost construction based on the conceptual plans submitted for each of the proposed sites

6. Any other information which the interested firm deems relevant.

7. New Jersey Business Registration Certificate.

8. Fully executed Non-Collusion Affidavit which is attached.

9. Fully executed Disclosure of Ownership form which is attached.

10. Mandatory Equal Employment Opportunity Language.

11. Employee Information Report.

Section Criteria

The review process may include the responding firms to meet with the representatives of the Town at which time, the representative of the firm maybe requested to make a presentation in detail concerning the firms qualifications, conceptual plans for addressing the needs set forth in the Request for Qualifications and preliminary cost estimates for the contemplated project.  

 
The selection criteria used in awarding a contract or agreement for professional services as described herein shall include:

1. Estimated cost of design and contract preparation.      

2. Experience of firm with similar projects.

3. References.   

4. Estimated cost of construction based on conceptual plan.

5. Interview.

A visit to the proposed sites is encouraged and can be arranged through the Town Administrator, Michael Caliguiro. Mr. Caliguiro can be reached at (201) 868-2315 Ext. 101.  

Submission Requirements

RFQ must be postmarked or hand-delivered no later than December 18, 2012 to:

Please submit one original and six (6) copies to the RFQ. Use white 8 ½ x 11 paper.
