TOWN OF GUTTENBERG REQUEST FOR QUALIFICATIONS
FROM MUNICIPAL PLANNERS FOR THE JOINT PLANNING AND
ZONING BOARD FOR THE TOWN OF GUTTENBERG
FOR THE PERIOD OF JANUARY 1, 2018 TO DECEMBER 31, 2018


Introduction

The Town of Guttenberg (“Town”) is a municipality of Hudson County, New Jersey. Pursuant to N.J.S.A. 19:44A-20.5 et seq, the Town seeks Requests for Qualifications (“RFQ”) from  Municipal Planners that wish to provide services to the Town Joint Planning and Zoning Board as directed by the Planning Zoning Attorney or other appropriate officials within the Town. The successful firm must have significant experience in representing New Jersey municipalities in all aspects of municipal planning. The successful firm will provide the Town with legal guidance relating to municipal planning and redevelopment. Specifically, the Town Municipal Planner should evaluate the existing master plan of the Town of Guttenberg. The firm should also prepare a re-examination report for the master plan in accordance to the parameters of the Municipal Land Use Law. Finally, the municipal planner shall evaluate specific areas of the Town of Guttenberg and make recommendations for either rezoning or redevelopment to accommodate multi-family uses.

Professional Information and Qualifications
 
1.     Name of Firm;

2.    Address of principal place of business and all other offices and corresponding telephone and fax numbers. Please note specifically which planners will be assigned to work with the Town.

3.    Description of firm’s planners’ education, experience, qualifications, number of years with the firm and a description of their experience with projects similar to those described above;

4.    Experience related to providing Municipal Planning services to public entities;

5.    At least four (4) references, three (3) of which must have knowledge of your service to public entities;

6.    Examples of your record of success representing public entities;

7.    The firm’s ability to provide the services in a timely fashion (including staffing, familiarity and location of key staff);

8.    Cost details, including the hourly rates of each of the individuals who will perform the services and all expenses;

9.    Any other information which the interested firm deems relevant;

10.    New Jersey Business Registration Certificate;
11.    Fully executed Non-Collusion Affidavit which is attached;

12.    Fully executed Disclosure of Ownership form which is attached; and

13.    From the mandatory Equal Employment Opportunity Language (which is attached) on of the three documents requested in the attachment. Also, the interested firm, if awarded the contract, must include the mandatory Equal Employment Opportunity Language from the form.

Section Criteria

The selection criteria used in awarding a contract or agreement for professional services as described herein shall include:

1.    Qualifications of the individuals who will perform the tasks and the amounts of their respective participation;

2.    Experience and references;

3.    Ability to perform the task in a timely fashion, including staffing and familiarity with the subject matter;

4.    Cost competitiveness; and

5.    Other factors, if demonstrated to be in the best interest of the Town.

RFQ must be delivered no later than Tuesday, November 28, 2017 at 11:00 a.m. to:
