TOWN OF GUTTENBERG REQUEST FOR QUALIFICATIONS
FROM GRANT SPECIALISTS INTERESTED IN SERVING AS
“PROFESSIONAL GRANT SPECIALIST” TO THE TOWN OF GUTTENBERG
FOR THE PERIOD OF MAY 1, 2017 TO APRIL 30, 2018

Introduction        

The Town of Guttenberg (“Town”) is a municipality of Hudson County, New Jersey. Pursuant to N.J.S.A. 19:44A-20.5 et seq, the Town seeks Requests for Qualifications (“RFQ”) from Professional Grant Specialists that wish to provide grant management to help the Town acquire various grants including infrastructure investment, beautification, open space projects and other system improvements. The grand firm retained will be responsible for researching grant funding sources, writing the grant applications, submitting the application to the proper funding agency and filing all required grant reports on behalf of the Town. The grant firm shall make periodic written reports to the Mayor and Council regarding the status of grants received, grants submitted and potential grants.

All interested firms should also submit a second proposal for additional costs for including grants for educational purposes including school systems and infrastructure.

All firms submitting proposals should be aware that any contract awarded will have a termination clause wherein the Town will have the right with or without cause to terminate the contract at any time with 30 days’ notice.

Professional Information and Qualifications

Each interested firm shall submit the following information:

1.    Name of firm.

2.    Address of principal place of business and all partners or firm’s offices and corresponding telephone and fax numbers. Please note specifically which partners will be assigned to work with the Town.

3.     Prior Grant writing experience.

4.    Experience related to representation of public entities.

5.    Examples of your record of success representing public entities.

6.    The firm’s ability to provide the services in a timely fashion (including staffing, familiarity and location of key staffing).

7.    Cost details; all firms submitting proposals should submit a proposal for doing municipal grant services and a separate and second proposal for municipal and school grant services.     

8.    Any other information which the interested firm deems relevant.

9.    New Jersey Business Registration Certificate.

10.    Fully executed Non-Collusion Affidavit which is attached.

11.    Fully executed Disclosure of Ownership form which is attached.

12.    Mandatory Equal Employment Opportunity Language (if applicable).

13.    Insurance Certificate.


Section Criteria

The selection criteria used in awarding a contract or agreement for professional services as described herein shall include:

1.    Qualifications of the individuals who will perform the tasks and the amounts of their respective participation;

2.    Experience and references;

3.    Ability to perform the task in a timely fashion, including staffing and familiarity with the subject matter;

4.    Cost competitiveness; and

5.    Other factors, if demonstrated to be in the best interest of the Town.

RFQ must be delivered no later than Thursday, May 4, 2017 at 11:00 a.m. to:
